Yes, if the airline cancelled the flight, the main airlines let you choose a refund, a credit or a free rebooking. Cebu Pacific and Philippine Airlines both offer all three. Check the email the airline sent you for your options.
You must choose a refund, Travel Fund or rebooking within 30 days of the original flight date. After day 30 the booking is closed and no more changes are allowed.
PAL lets you rebook or reroute to another flight within 60 days of the original flight, in the same booking class or higher and the same cabin.
A Cebu Pacific Travel Fund does not expire and can book a different destination, which helps if Riyadh is still restricted. A refund is better if you need the cash or will fly another airline.
Contact the agent who issued your ticket. Most airlines, including Emirates and flydubai, ask agency customers to go through the agent for rebooking and refunds.
Riyadh King Khalid Airport reopened on Oct 17, but every flight needs prior permission from Saudi civil aviation (NOTAM A3650/26). Many foreign airlines are still not flying there, so check your flight status before going to the airport.
